Following the development of the Mackelvie Street precinct Auckland Transport has received a request from local businesses to provide time restricted parking.

Auckland Transport is proposing to remove the existing 30 minute parking restriction and by utilising part of the adjacent unrestricted parking create a new restriction:

  • 60 minutes applying 8am to 6pm Monday to Saturday

Sale Street, Auckland Central

AT is actively supporting the Car Share Initiative currently operating in Auckland. This initiative supports a number of Auckland Transport’s goals;

  • Reduce car dependency and improve community health by providing infrastructure and services for walking, cycling and ride sharing.

  • Deliver an effective and efficient transport system that enables Aucklanders to make smarter transport choices.

The concept of car share involves the provision of cars in select locations that can be booked through a website or phone and pay per hour. This has proven beneficial for inner city residents and businesses that don’t necessarily need to own a car but may find one useful from time to time.

AT has identified an on street location outside No 52 Sale Street, Auckland Central where it believes the provision of a parking space for a car share vehicle would be beneficial.

AT is proposing to create a single parking space with the following restriction.

  • Car Share Vehicles Only, At All Times. This would apply 24 hours a day, every day.

Beaumont Street,CBD

Consultation closed: 6 May 2013

In late 2012 AT consulted on a number of proposed changes to parking restrictions on both sides of Beaumont Street between Victoria Street West and Fanshawe Street.

Auckland Transport has considered at length the feedback it received and has accordingly amended its proposals in a number of areas. 

 

Auckland Transport is proposing the following changes

• No Stopping At All Times

• Pay and Display 8am to 4pm Monday to Friday and Bus Parking 4pm to 6pm
  Monday to Friday.

• Bus Parking 8am to 6pm Monday to Friday.

• Pay and Display 8am to 6pm Monday to Friday

• Loading Zone P5 At All Times

Update on proposal

Having analysed the feedback received AT has decided to proceed with the proposal as consulted. Time-limits, such as those currently in place, are very inflexible for users and difficult for AT to enforce. They often force people to cut short their visit or risk receiving a parking infringement notice, which can be detrimental to local businesses.

International and local experience suggests that prices, rather than time-limits, are more effective at managing the demand for parking. The use of prices without time limits is also simpler and more convenient for users. Because people are able to pay for the time they require there will be a reduced likelihood of infringements.

Auckland Transport appreciates concerns regarding use of the proposed paid parking restriction and regular surveys will be carried out to ascertain the impacts on any changes on the parking utilisation. If there is low parking occupancy, the daily price will be lowered to encourage the spare capacity to be filled. Likewise if there is high parking occupancy, the hourly parking prices would be raised.

As long-stay parkers are more sensitive to price adjustments it is anticipated that any increase would free up additional capacity, if that was required. This approach prioritises customer and short-stay parking but still allows for longer stay parking if there is spare capacity.

 

Garnet Road, Westmere

Consultation closed: 3 May 2013

AT has been asked to relocate the 60 minute parking restriction from outside 1 Garnet Road to outside 11 Garnet Road, to allow for road safety improvements to be made.

These include the installation of "No Stopping At All Times" road markings and have been consulted on previously.

281 - 289 Hibiscus Coast Highway, Orewa

Consultation closed: 18 April 2013

Hibiscus Coast Highway is a dedicated over dimension and overweight vehicle route linking Whangarei and Auckland. AT has the responsibility to ensure safe passage for these large vehicles on this dedicated route, as well as ensuring the safety of other road users.

Over dimension loads can include houses, very wide earthmoving equipment such as bulldozers and diggers, and items of equipment such as large tanks or building components. The width of these loads can vary between 3m and 5m during the day and between 5m and 11m during the night.

In 2010, this section of road was upgraded, and raised islands were implemented in the centre of the road which can restrict manoeuvrability of these larger trucks and their trailers. Unfortunately the plans that were implemented in this section of road are not sufficient for over dimension vehicles.  Due to complaints received from the New Zealand Heavy Haulage Association, AT has looked into possible alternative routes, but there was no other suitable alternative.

AT is proposing the following parking changes

  • To remove a parking area on the east side between 281 to 289 Hibiscus Coast Highway in Orewa

A separate proposal from AT is being implemented within Orewa which restricts parking around the town centre to a maximum of 120 minutes (P120). This P120 zone will include the car parks referred to in this proposal. The area in question is currently a “Clearway Sun-Thurs 7pm-7am”. For these reasons, AT do not believe removing the spaces will directly affect residents as it will offer no long term parking day or night.

  

20 Link Drive, Wairau Park

Consultation closed: 14 April 2013

AT has received a request to install some new parking time restrictions outside the above address to allow for some short stay parking and discourage all day commuters. AT is proposing the following parking restrictions:

  • P120 time restriction applying 8am to 6pm Monday to Friday

 

Tennyson Ave, Takapuna

Consultation closed: 14 April 2013 

AT has received a request to review existing on-street parking on Tennyson Avenue, Takapuna. Following our investigations we agree there are grounds to install time restrictions and propose the following :

  • Install two sections of two-hour time restricted parking (P120) to apply Monday to Friday from 8am to 6pm
    • Section A from outside 25 to 29
    • Section B from outside 36 to 40

These restrictions aim to increase turnover which in turn will help provide residents and visitors with improved access to on-street parking.

 
 

191 - 197 Whitney Street and 57 Terry Street, Blockhouse Bay

AT has received a request to install some new parking time restrictions outside the above addresses. This is to allow for some short stay parking and discourage all day commuters. AT is therefore proposing the following parking restrictions;

• P15 (15 minutes) outside 191-195 Whitney Street

• P120 (120 minutes) outside 197 Whitney and 57 Terry Street

 

1 - 3 Ward Street, New Lynn

Consultation closed: 12 April 2013  

AT has received a request to install some new parking time restrictions outside the above addresses. This is to allow for some short stay parking and discourage all day commuters. AT is therefore proposing the following parking restrictions;

• P120 (120 minutes) outside 1-3 Ward Street

 

Glen Esk Place, Remuera  

Consultation closed: 12 April 2013 

AT has received a request to implement some new parking time restrictions at the above location. This is due to all day parking and the lack of available parking for short stay visitors. We are currently reviewing whether affected property owners and tenants support this change. 

  • P120 (120 minute) parking time restriction, applicable from Monday to Friday 8am-6pm. This change is intended to improve availability of parking and discourage all day commuters on the west kerb of Glen Esk Place

Update on proposal

Auckland Transport recently consulted with property owners and tenants about whether a new P120 parking time restriction should be introduced in Glen Esk Place, Remuera. 

There were a number of issues raised by residents regarding the design of the restriction where a number of recommendations were made. We are reviewing these options and hope to have an outcome by the end of June 2013. All affected parties will be notified of the outcome by mail.

 

2 Veronica Street, New Lynn

Consultation closed: 12 April 2013 

AT has received a request to install some new parking time restrictions outside the above address. This is due to an increase number of commuters that park in this area, not allowing parking for short stay visitors. AT is therefore proposing the following parking restrictions;

• P120 (120 minutes) outside 2 Veronica Street

Update on proposal

We have considered all feedback received and are pleased to advise a majority of 75% respondents supported the proposal of P120 parking restrictions.

The process from here will involve the legal resolution to be drawn and submitted to the Traffic control committee for approval, once this has been approved the physical implementation can then be organised. This process can take a number of weeks to finalise.

 

119 Lansford Crescent, Avondale

Consultation closed: 12 April 2013 

AT has received a request to implement a new Loading Zone restriction at the above mentioned location. We are currently reviewing whether this proposal is supported by affected businesses and tenants in this area.

  • P5 (5 minute) Goods and Services Loading Zone to allow for safe loading and unloading of goods and services at this location. The restriction will operate from Monday to Friday 8am - 6pm

Update on proposal

We have considered all feedback received and are pleased to advise a majority of 67% respondents supported the proposal for a P5 Goods and Service Loading zone at this location.

The 33% of respondents who were not supportive of the proposal, commented that the proposal would impact on standard parking. Auckland Transport recognises that on-street parking is a valuable public amenity and will only consider parking restrictions in areas due to high parking demand, where there are significant safety issues and/or operational benefits for doing so.

It was observed  on a number of site visits, due to the width and length of trucks accessing this private property, that mobility was restricted by vehicles parking on both sides of the street, preventing safe ingress and egress of trucks to the relevant property.

While on-street parking is a valuable community resource, so too is the provision for safe accessibility to adjoining properties. Rather than remove parking all together, it was recommended the installation of the P5 goods and service loading zone, outside 119 Lansford Crescent would permit this activity be made in a safe manner. 

Therefore Auckland Transport will be progressing with the proposed change, the process from here will involve the legal resolution to be drawn and submitted to the Traffic control committee for approval, once this has been approved the physical implementation can then be organised. This process can take a number of weeks to finalise.

 

Taurarua Terrace, Parnell - amendment to proposal

Consultation closed: 16 May 2013

Auckland Transport recently consulted on a proposal to introduce a parking restriction to sections of Taurarua Terrace. While consultation feedback was in support with 80% supporting the proposal there were a number of amendments suggested. Auckland Transport feels that it is necessary to consult further on these amendments which include:

  1. A change in location of the proposed restriction
  2. A reduction in the restriction from 4 hours to 3 hours
  3. Additional guidance lines

As all respondents were in support of the proposal, AT will be proceeding as outlined in the consultation document.

 

150 Karangahape Road, Newton

Consultation closed: 29 March 2013 

AT was asked to provide motorcycle parking outside 150 Karangahape Road

In order to address this issue Auckland Transport proposed installing the following restriction for a distance of 6m:

  • P120 Motorcycle Parking At All Times (24 hours a day every day)

As the majority of respondents were in support of the proposal, AT has decided to proceed with the proposal as originally set out.

 

Remuera Road, Remuera

Consultation closed: 15 March 2013

AT has been working with the Remuera Business Association (RBA) to improve the way the paid parking areas are managed in Remuera. The RBA has asked Auckland Transport to consult on the following proposal:   

  • The existing time limits that currently apply in the paid parking areas would be removed to allow customers the option of staying longer if they choose to ( ie; 30mins = $1, 1hr = $2, 90mins = $3, 2hrs = $4, etc…).

  • The times of operation (8am - 6pm, Monday-Saturday) would remain the same and the hourly rate would be based on the current hourly charge ($2 per hour).

  • A 10 minute 'grace period' would be introduced in the paid parking areas to allow people to stop anywhere for up to 10 minutes before payment is required. This is a customer friendly option allowing quick pick-ups and drop-offs in all paid parking areas.

  • The P15 spaces outside 398/404 Remuera Road would operate as the other paid parking areas.

  • All existing loading zones, clearways, mobility parking areas, no stopping restrictions and bus stops would remain the same.

Benefits of this approach

Under the current approach, customers are not permitted to stay for longer than 60 minutes in the paid parking areas and may receive an infringement if they overstay the time limit. Time-limits are very inflexible for customers. They often force visitors to cut short their visit or risk receiving a parking ticket, which can be detrimental to local businesses.

International and local experience suggests that prices, rather than time-limits, are more effective at managing the demand for parking. Paid parking without time limits is also simpler and more convenient for users. Because people are able to pay for the time they require there will be a reduced likelihood of infringements.

 

Tuarangi Road, Grey Lynn

AT is proposing two changes to existing parking restrictions outside 2 - 8 Tuarangi Road, Grey Lynn.

  • P30 applying 8am to 6pm Monday to Friday
  • Redesign of angle parking outside numbers 2 - 8 to parallel parking
 
 

CBD loading zones and P10 parking

AT recently implemented the City Centre Parking Zone across the Auckland CBD. The purpose of this zone is to make parking easier and more accessible for visitors to the CBD. In the central CBD (Blue area), the paid parking has been extended through to 10pm to increase the availability of parking for visitors in the evenings.

Many of the loading zones and some short-term parking restrictions, such as P10, only apply between 8am and 6pm. Under the Central City Parking Zone (CCPZ), these areas become pay and display parking between 6pm and 10pm. This creates confusion for the public and could result in people unintentionally receiving infringement tickets.

This consultation is proposing to extend the hours of all the loading zones, P5, and P10 parking in the list below to apply 8am – 10pm, Monday to Sunday.
