A vehicle crossing is the area of driveway between the council road and the private property boundary.
The area of driveway on private property is not part of the vehicle crossing. The vehicle crossing will usually replace a portion of the public footpath.
The information relating to vehicle crossings is the same regardless of whether the driveway is shared or right of way, or an easement.
Some vehicle crossings needs to be built as part of a land subdivision. In these cases, the consultants or contractors building the subdivision should contact Auckland Council to get the work approved. These types of vehicle crossings are not covered by the following process.
The vehicle crossing application fee is $261.00 (including GST).
Fees should be paid in person at any Auckland Council Customer Service Centre when you submit your application. Payment methods include cash, EFTPOS, credit card and cheque. Please note: Internet banking payments are not accepted.
The fee covers office processing charges and 3 field inspections (a pre-approval, pre-pour and final reinstatement inspection). If additional field inspections are needed because of any non-compliance problems, the applicant may be charged extra fees to cover any additional work.
You must receive written approval before you start building a vehicle crossing. This is usually done as part of a building consent application for a new house, however, vehicle crossings can also be applied for separately.

The application form should be completed and lodged at the nearest Auckland Council Customer Service Centre.
The application will be checked to make sure all the required information has been supplied, including a site plan showing the complete property and the location of the proposed vehicle crossing relative to the side boundaries with dimensions.
If the application is incomplete, it will be returned to the applicant to be completed, and then re-submitted, before any payment is accepted (refer to fees).
The application will then be checked by Auckland Council Planners, to ensure it complies with the District Plan rules for the legacy council areas.
The application is then sent to Auckland Transport for a field inspection to check that it complies with all the technical standards and requirements, including traffic safety site distances, road storm water control, maximum gradients, prevention of scraping, location of power poles, trees and street lights etc.
If the application passes this inspection, the customer will receive a letter from Auckland Transport, giving them written permission to commence construction, in accordance with detailed specifications which will be included with the approval letter. Auckland Transport may also request a traffic management plan to be submitted before any works can take place. Details of how to submit a traffic management plan will be provided in the approval letter.
When the excavation has been prepared and ready for concrete to be poured, the customer must contact Auckland Transport to arrange an inspection of the boxing before the concrete is poured. Auckland Transport requires two working days prior notice to arrange this inspection.
Once the pre-pour inspection has been passed by Auckland Transport, the concrete can be poured and reinstatement of the grass can be completed.
When the reinstatement is complete, a final inspection must be undertaken. Two working days prior notice is required.
If the Vehicle Crossing passes the final inspection, a letter will be sent to the customer to advise them and a copy of the letter will go to Auckland Council.
This is one of the many approvals needed before any Street Damage Deposit related to the associated building consent (if relevant) can be released.
Construction and Maintenance Responsibility
The property owner is responsible for the cost of constructing and maintaining the vehicle crossing serving their property.
All vehicle access to a property must be by means of a properly constructed vehicle crossing that complies to Auckland Transport’s standards.
In the event that Auckland Transport widens or realigns a road and these works require the vehicle crossing to be altered to meet the new road alignment, then Auckland Transport will alter and reinstate the vehicle crossing access at the cost of Auckland Transport.
On going maintenance and repairs to the vehicle crossing remains the responsibility of the property owner.
For rural properties with a culvert pipe under the vehicle crossing, it is the property owner’s responsibility to ensure the pipe is kept clear and does not cause a flooding nuisance or damage to the road.
In addition, landowners are expected to maintain the grassed area in front of their property to a reasonable standard, to ensure the area looks tidy and traffic visibility is not compromised and long grass does not become a fire hazard .

Construction time limit
Construction of the vehicle crossing must be completed within 7 days (one week) from the date of starting the excavation to the date of completing the final reinstatement.
It is not acceptable for the footpath and grass berm area to be disrupted and left in a dangerous state for a prolonged period of time.
Traffic Management Plans
Construction of a vehicle crossing involves disruption to the road and footpath. There are often trucks, diggers, and workman’s vehicles in attendance. In addition, pedestrians often get directed to walk on the road to get past the work site. Diggers and trucks often partially block the road causing a traffic hazard. This is very unsatisfactory.
Applicants are required to submit a traffic management plan (TMP) with their application, showing how pedestrians and motorists will be able to safely get past the worksite.
There are generic plans available on the internet (see web links below) for local and level 1 (low traffic volume/speed) roads which may be suitable for applicants to print off and use:
For arterial roads and high volume and high speed roads (Level 2) the applicant will be required to get a site specific TMP designed as part of the application.
The applicant is required to implement the TMP by erecting signs and barriers before starting work and keep these controls in place to protect the public until the work is finished. They are required to meet the same safety standards that all the other road and utility service contractors work to.

All vehicle crossing applications (whether stand alone or linked to a building consent application) have a processing time of 7 days.
The customer should get a letter, either approving or declining the application, within 14 days (allowing time for postage).
This Vehicle Crossing process is owned by Auckland Transport, who are responsible to ensure work in the road is carried out to the correct standard. The first part of the process is managed by Auckland Council, acting as agents for Auckland Transport. The part of the process managed by Auckland Council includes receiving the application, receiving the payment and checking it for compliance with the District Plan.
The legacy council construction standards will continue to apply (unless modified by specific conditions in the approval letter) until Auckland Transport develops a common set of construction standards for the Auckland region.
That means that there are currently 7 different sets of technical standards in operation across the region.
