All road closures, work on the road reserve, and traffic or parking restrictions must be approved by Auckland Transport and publicly notified prior to the closure or restriction.

Please note: Application and notification periods vary by project and road type.

How is the road defined?

The road, or road reserve, is defined as the area from the property boundary on one side of the road to the property boundary on the other side of the road. This includes the berm (grass verge), footpath and carriageway.

Which process will apply?

The National Code of Practice for Utility Operators Access to Transport Corridors defines the set of standards for working in the road and the Corridor Access Request (CAR) processes.

The Code is mandatory under the Utilities Access Act 2010 and applies to all works carried out in the Transport Corridors, whether the work is for or by a utility, local government, commercial organisation or private individual(s).

There are two types of CAR permit:

Non-Excavation Corridor Access Request (NECAR)

Where activities may include but are not limited to:

  • Operating or parking machinery such as cranes, cherry pickers and water blasters

  • Placing a skip/bin or container

  • Erecting a temporary scaffolding mobile or fixed

  • Applying for a full or partial road or footpath closure to carry out work on or above the road.

Corridor Access Request (CAR)

Where activities may include but are not limited to:

  • Any activity that will alter the surface of the road reserve

  • The placement of any material or structure below, on or above the road reserve

  • A new driveway.

Vehicle crossings

If you are building a driveway, you will need to lodge an application to construct a vehicle crossing (a vehicle crossing is the area of driveway between the council road and the private property boundary).
